First Leeward

Regulatory Disclosures

Licenses and Regulatory Compliance

First Leeward is a brand operated by Project Jaguar Holdings LLC, a United States limited liability company registered as a Money Services Business with the Financial Crimes Enforcement Network (FinCEN). First Leeward delivers its card-issuing and business financial products through a combination of its own FinCEN registration and contractual relationships with regulated financial institutions and licensed money transmitters in each jurisdiction where its products are offered.

This page lists every license, registration, and agent-principal relationship that supports the products available on this website. It is intended for customers, regulators, banking partners, auditors, and prospective business counterparties who need to verify the regulatory standing of the services they use or evaluate.

The information below is updated as registrations are renewed, added, or surrendered. If a license number or jurisdiction listed here appears to be out of date, please contact our team at support@firstleeward.com so we can verify the discrepancy and correct the record.

1. Partnership and Operating Structure

First Leeward's products are made possible through a layered regulatory structure. Money transmission inside the United States is conducted under the agent-principal relationship with Nuvei US LLC (NMLS ID: 1760584), which holds state money transmitter licenses in the jurisdictions listed in Section 4 of this page. Cross-border payments, electronic money issuance, multi-currency account services, and global card programs are provided in partnership with the Currenxie group of companies, whose licenses are listed in Section 3.

Under this structure, Project Jaguar Holdings LLC is responsible for customer onboarding, transaction monitoring, suspicious activity reporting, sanctions screening, and the day-to-day operation of the First Leeward platform. Our licensed partners are responsible for the underlying movement of funds, the safeguarding of customer balances, and the issuance of regulated electronic money and payment instruments. Customer agreements clearly disclose which entity provides each portion of the service.

First Leeward does not hold customer funds on its own balance sheet. All customer balances are held with regulated financial institutions in accordance with the safeguarding rules applicable to the jurisdiction in which the relevant license is issued.

2. First Leeward Registration

The entity that owns and operates the First Leeward brand is registered directly with the United States Treasury's Financial Crimes Enforcement Network. This registration obligates the company to maintain a written Anti-Money Laundering program, designate a compliance officer, conduct independent program reviews, file Currency Transaction Reports and Suspicious Activity Reports as required, and retain records for the periods prescribed by the Bank Secrecy Act.
